Since QC functionality has been added so that the user can be enrolled in QC at the same time they are enrolled in Learn content, a user will appear on the user list in the modal if they are not enrolled in all selected content and the related QuickChecks. The system will confirm how many users were enrolled in both QC or Learn. 

Ex. If John is enrolled in Sprint Prospecting’s program and QC, as well as the Sales Lead Generation capability, he will still appear because he is not currently enrolled in the Sales Lead Generation QC.)
