The Final Assessment is unlocked 60 days from when the Core Assessment was completed. Users must also complete all of the Reinforce content before they are able to access the Final Assessment. A notification is sent alerting users when their Final Assessment has been unlocked. 

The Date Available field in the Organization Report (downloaded from the Client Admin Dashboard) is triggered by the Core Assesment completion date. The email notification to the user will be sent on that date, however, the user must still complete all of the Reinforce before they can actually begin the Final Assessment.
